What does it mean?
At the moment, it looks like this means "You must first sign the relevant contracts online". Thanks to @marioguzman for trying out my list of Apple Submission Issues.
How do I solve it
Right now it appears to mean "You must first sign the relevant contracts online". Apple have a bunch of different agreements across a bunch of different pages, try the links below to see if there's a document that needs your agreement.
Please note that you may need to "Log-in" to Apple as an account admin, if you have multiple accounts/users.That didn't work for me
